En clair : il faut expliquer les produits, mais ne pas en faire la promotion. Il leur a fallu fixer des prix suffisamment bas pour détourner les amateurs du marché noir mais pas trop bas pour ne pas encourager la consommation. 
Le profil des Canadiens qui se procurent du cannabis « officiel » demeure un mystère, faute d’études sérieuses. Cependant, Mohamed Ben Amar, professeur de pharmacologie et toxicologie à l’Université de Montréal, est inquiet de la consommation chez les plus jeunes, dont le cerveau n’est pleinement développé que vers l’âge de 25 ans : « On sait que la consommation de cannabis a des effets négatifs et persistants sur les capacités cognitives des adolescents. Le risque de voir augmenter les cas de psychose est donc réel. »
